Position Summary
The Director of Utility Services is a senior leadership role responsible for driving the strategic growth, operational excellence, and client success of Celerity and Clear Path’s utility sector practice. This individual will oversee multidisciplinary programs supporting electric, gas, and water utility clients nationwide. They will own key client relationships, coach and develop project managers, shape service offerings, and ensure projects are delivered on time, on budget, and to the highest quality standards. The Director serves as both a strategic leader and operational anchor—balancing business development, team leadership, and delivery execution.

Key Responsibilities
  1. Strategic Leadership & Growth
  • Develop and execute growth strategies for the Utility Services business line in alignment with corporate goals.
  • Identify and pursue new business opportunities through existing client relationships and market expansion, including leading proposal development and CRM follow-up.
  • Provide thought leadership on regulatory frameworks, wildfire mitigation, asset management, vegetation management, and emerging utility technologies.
  • Serve as an ambassador for Celerity and Clear Path at industry conferences, regulatory forums, and strategic partnership meetings.
  1. Client & Project Oversight
  • Own overall client relationships across multiple simultaneous projects, acting as the primary point of escalation and strategic advisor.
  • Lead critical client engagements, including project kickoffs, major milestones, and delivery presentations, ensuring expectations are clearly defined and met.
  • Identify risks early, raise potential issues to leadership, and adjust strategies to maintain delivery success.
  • Ensure key project milestones are achieved and deliverables are accurate, timely, and defensible.
  • Provide expert guidance on project tools, information management approaches, and regulatory best practices.
  1. Program Delivery Excellence
  • Advise and support Project Managers on technical solutions, planning, risk management, and stakeholder engagement.
  • Factor risk and compliance into all project planning, ensuring due diligence and industry best practices are consistently applied.
  • Act as an internal process and subject matter expert in one or more core service areas (e.g., wildfire mitigation, GIS/asset data, vegetation compliance, regulatory response).
  • Champion quality assurance across all projects—anticipating potential quality risks, enforcing testing standards, and advising on process improvements.
  1. People Leadership & Development
  • Mentor and coach Project Managers in both technical competencies and leadership skills, ensuring they meet training and performance expectations.
  • Delegate deliverables while maintaining ultimate accountability for quality and client satisfaction, providing constructive feedback and growth opportunities.
  • Participate in formal training programs (e.g., Senior School), knowledge-sharing initiatives, and internal leadership development.
  • Foster a culture of excellence, collaboration, and accountability within project teams.
  1. Operational Stewardship
  • Ensure “the trains run on time” by maintaining disciplined oversight of schedules, budgets, and deliverables.
  • Continuously assess administrative effectiveness and implement improved processes to streamline operations.
  • Coordinate cross-departmental efforts—HR, Finance, Legal, and IT—to ensure resource planning, budgeting, reporting, and contracting align with strategic objectives.
  • Supervise and maintain required project records, budgets, performance reports, and compliance documentation.
Required Qualifications
  • Education: Bachelor’s degree in Engineering, Business Administration, Information Systems, Environmental Science, or related field (or equivalent experience).
  • Experience:
    • 10+ years of progressively responsible experience in the utility sector, consulting, or related industries.
    • Minimum 5 years in a supervisory or program leadership role managing complex, multi-stakeholder projects.
    • Demonstrated success in business development, client relationship management, and program delivery.
  • Skills & Competencies:
    • Strategic thinker with strong operational execution discipline.
    • Excellent verbal, written, and presentation skills, with the ability to engage C-suite executives, regulators, and technical teams.
    • Knowledge of utility operations (electric, gas, and/or water), regulatory frameworks (e.g., state regulatory commissions, PHMSA, federal code, etc.), and relevant technologies (e.g., ESRI GIS, risk modeling platforms, etc.).
    • Proven ability to plan, organize, and direct multidisciplinary teams.
    • Financial and contractual acumen, including budget management and negotiations with contractors, suppliers, and partnerss

The salary range for this position is provided in good faith and is subject to variation based on geographic location, candidate experience, and market conditions. Final compensation will be determined after a comprehensive evaluation of the candidate’s qualifications and alignment with the role.
