Our National Green Bank: The U.S. Environmental Protection Agency (EPA) has taken a significant step toward a greener future by establishing the first U.S. national green bank through the Greenhouse Gas Reduction Fund (GGRF). The EPA awarded the Coalition for Green Capital $5 billion to capitalize this national green bank under The National Clean Investment Fund competition, along with $125 million under Solar for All to foster the development of green banks and accelerate solar energy projects in North and South Dakota. Through strategic partnerships and innovative financing, our national green bank aims to create a robust clean energy finance ecosystem that addresses critical market gaps and maximizes the impact of every public dollar invested. This seed funding builds on CGC’s decade-long leadership in the Green Bank movement, which has already led to billions toward clean energy adoption, ensuring that the nation’s climate goals are met.
The Manager, Operations & Compliance will play a key role in the growth of the combined Operations & Compliance teams, with a focus on Investment Operations. The Manager will be responsible for managing and optimizing day-to-day operations and compliance workflows for all investments, loans, and grants. This high-visibility role will collaborate across internal groups (e.g., Investments and Finance) and with external partners, including Borrowers and Strategic Partners, to ensure the seamless execution of transactions, proactive portfolio management and adherence to the organization’s policies and procedures and terms and conditions of the EPA awards.
The Manager will partner with the other groups within the Operations & Compliance department (e.g., Reporting & Compliance and Strategic Analytics) to ensure that all EPA reporting and compliance metrics are collected and reported in an effective and efficient manner and that data is correctly incorporated into various management reports and dashboards.
The Manager will report to the Senior Director, Operations and Compliance and will be based in New York, NY.
Key Responsibilities
Investment Operations
- Provide day-to day operational support on transaction-related activities, including operations due diligence, review of legal documentation and technical and operational assistance in managing and executing transaction closings.
- Collaborate to ensure accurate transaction set up within internal systems (e.g., portfolio management and loan servicing).
- Manage documentation review and due diligence process for routine loan and grant funding requests
- Oversee loan servicing function and review routine (e.g., monthly, quarterly) Borrower principal / interest / fee statements to ensure accuracy.
- Leveraging portfolio management system, compile transaction activity data into a metric database to track performance against underwriting / base case expectations and develop dashboard solutions to highlight trends for management reporting.
Compliance – Investments
- Utilizing the portfolio management system, onboard and track compliance and covenant items, including financial statements, performance reports, budgets and business plans, copies of reports provided to EPA or other regulatory partners, and compliance with tax status.
- Manage follow-up with Borrowers to resolve incomplete and / or missing items.
- Coordinate future loan and grant agreements to confirm applicability of the above items.
- Conduct best practice reviews of policies and procedures and identify, recommend and implement improvements to increase efficiency and accurate of Operation & Compliance team.
- Generate portfolio and compliance reports for internal stakeholders, including the Investment team and Senior Management.
Compliance – EPA and Regulatory
- Assist in managing a comprehensive compliance program to ensure adherence to Federal regulations, statutes, and agreements governing the NCIF, SFA, and other grant-funded programs.
- Regularly review and interpret EPA guidance documents relevant to these programs to ensure compliance with evolving regulations.
- Collaborate closely with Legal and the Investments teams to ensure that all loan and grant documentation aligns with CGC’s policies, procedures, and applicable Federal laws and regulations.
- Maintain up-to-date knowledge of Federal laws and CGC policies, coordinating with Legal and external advisors to stay informed of regulatory changes.
- Provide guidance and program support, referring complex compliance matters to the appropriate team for deeper interpretation of regulations and internal policies.
- Generate and maintain reports on program files, financial records, and grant award conditions, ensuring transparency and regulatory alignment for annual audits.
- Ensure clear communication and training on compliance policies for CGC staff, reinforcing the importance of adhering to regulatory requirements and internal procedures.
Miscellaneous
- Attend conference calls and conferences to build relationships and create professional growth.
- Complete special assignments and projects as requested.
- Support policy, program, and system enhancements by participating in project team meetings and discussions.
- Perform all other related duties as requested.
Required Skills and Abilities
- Strong project management skills including leadership, communication, scheduling, risk management, negotiating, critical thinking, and task management.
- Excellent organizational skills and experience in organizing and prioritizing project sets based on substance, urgency, and capacity.
- Excellent critical-thinking and problem-solving capabilities, as well as strong analytical and decision-making skills.
- Ability to work under tight deadlines and manage multiple tasks in a fast-paced dynamic environment.
- Effective interpersonal and relationship building skills, including the ability to work with management and a variety of other parties, at all levels, internally and externally.
- Demonstrated understanding of types of transactions / associated structures and legal documents
- English language fluency required.
- Experience with Salesforce, portfolio management, or loan servicing software or similar data management systems.
- Strong computer and Excel skills.
- A dedication to climate finance and the energy transition.
- A sense of humor, passion for change, and an eye towards innovation.
- Authorization to work in the United States of America.
- Travel occasionally to support programs.
- Prolonged periods sitting at a desk and working on a computer required.
Education and Experience
- Bachelor’s degree in finance, economics, business administration, or other equivalent experience. An advanced degree is a plus, although not required.
- 5+ years of professional experience with clean energy investments, investment operations, compliance, audit
Compensation and Benefits
- The salary range for the Manager position is between $120,000 - $153,000.
- Manager will be eligible for an annual bonus of 10%-30% based on job performance.
