Senior Environmental & Air Permitting Manager

This position requires deep technical knowledge of air quality permitting and emissions inventories, strong regulatory interpretation skills, and the ability to solve complex environmental and operational challenges. The Senior Environmental & Air Permitting Manager will make informed decisions in a fast-paced, sometimes unpredictable environment while driving consistency, efficiency, and high-quality outcomes.

In addition to technical leadership, this role is responsible for developing and motivating a team, reinforcing standardized processes, managing change effectively, and aligning team objectives with organizational values and long-term strategy.

Key Responsibilities

Leadership & Team Development

  • Lead, coach, mentor, and develop junior- and mid-level engineers to strengthen technical decision-making and performance
  • Foster a culture of accountability, collaboration, continuous improvement, and professional growth
  • Champion standardized operating procedures and best practices across projects and teams
  • Support employee development through ongoing feedback, performance evaluations, and succession planning
  • Assist with training content development and professional development initiatives

Technical & Regulatory Expertise

  • Manage and support projects related to air quality permitting, emissions inventories, TRI, Title V, PSD, and NESHAP compliance
  • Prepare and review complex technical deliverables, including air, water, and waste permit applications and compliance reports
  • Perform and review engineering calculations, emissions estimates, and regulatory analyses
  • Develop Storm Water Pollution Prevention Plans (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC) Plans, and related submissions
  • Address environmental challenges related to air and water quality, waste management, and process safety
  • Interpret environmental regulations and guide clients in developing effective and compliant regulatory strategies
  • Maintain productive working relationships with state and federal regulatory agencies

Project & Client Management

  • Lead and oversee multiple client accounts and complex projects simultaneously
  • Apply project management best practices to ensure projects are delivered on time, within scope, and within budget
  • Prepare project proposals and support business development efforts as needed
  • Deliver high-quality, value-added solutions that enhance client satisfaction and long-term partnerships
  • Communicate technical information clearly and effectively to both technical and non-technical audiences

Organizational Improvement

  • Drive operational efficiency through process improvement and digital transformation tools
  • Support organizational change initiatives and continuous improvement efforts
  • Embrace new technologies, software platforms, and systems to enhance project execution and team productivity
  • Perform additional duties and project work as required

Qualifications

Education

  • Bachelor’s degree in Chemical Engineering or Environmental Engineering

Experience & Credentials

  • Minimum of 10 years of environmental consulting experience with a strong focus on Clean Air Act permitting
  • At least 1 year of demonstrated supervisory or people leadership experience
  • Professional Engineer (PE), Certified Hazardous Materials Manager (CHMM), or similar professional certification required
  • Proven experience preparing air permit applications across multiple industries and regulatory frameworks
  • Strong background in emissions calculations using mass balance, engineering judgment, and AP-42 emission factors
  • Experience with air dispersion modeling preferred

Knowledge, Skills & Abilities

  • In-depth knowledge of Clean Air Act regulations, including NESHAP, NSPS, Title V, and New Source Review / PSD
  • Ability to analyze complex data sets and translate findings into actionable compliance strategies
  • Strong engineering judgment and quality control capabilities
  • Exceptional technical writing and verbal communication skills
  • Highly organized with the ability to manage multiple concurrent projects
  • Independent, proactive, and comfortable taking initiative while working diplomatically with teams and stakeholders
  • Strong delegation and leadership skills with the ability to work effectively through others
  • Proficient in Microsoft Office, especially Excel; familiarity with databases such as Access is a plus
  • Project, client, and team management experience; PMP certification a plus
  • Willingness and ability to travel periodically within the United States
