Lawrence Berkeley National Lab’s (LBNL) Office of the Chief Financial Officer Division has an opening for a Subcontracting Team Manager to join the team.

In this exciting role, you will report to the Chief Procurement Officer has primary responsibility to ensure that subcontracts comply with: Berkeley Lab’s Prime Contract (Contract 31) between the U.S. Department of Energy (DOE) and Regents of the University of California (University), the Federal Acquisition Regulation (FAR), the U.S. Department of Energy Acquisition Regulation (DEAR), the Laboratory Procurement Policy and Standard Practices (SP) Manual, applicable UC policy, and generally accepted business practices. The Subcontracting Team Manager, working in close partnership with the Procurement and Property Management Managers, will be required to support strategies and processes that assure subcontracts effectively and efficiently satisfy the Laboratory’s needs while ensuring that required goods and services are obtained in accordance with the Laboratory's standard procurement practices and small business goals. The Subcontracting Team Manager will also maintain effective working relationships with the DOE and the University officials that are responsible for reviewing and approving these arrangements.

What You Will Do, at Level 1:

  • Support OCFO/Procurement Mission, Vision, Strategic Goals and Objectives.
  • Regularly interacts with OCFO division management on matters concerning functional area, divisions and or customers. Lead a team of subcontract administrators that are responsible for various agreements, including both small routine acquisitions and those that are high in dollar value and complex institution wide.
  • Manage activities and provide day-to-day supervision of subcontract administrators and monitor the effectiveness and operation of the team to determine ongoing staffing needs.
  • Lead subcontract administrators supporting Lab major projects, including Procurement Project Partners assigned to DOE, and other major acquisitions.
  • Emphasize teamwork, continuous improvement, and best practices.
  • Review and assign purchase requisitions in collaboration with other Procurement managers and have a general understanding of all subcontracting work and activities and balancing workload on the team.
  • Resolve operational issues involving contractual performance, provisions, disputes, and claims and immediately report potential or actual claims and disputes to the Sr. Subcontracting Manager and/or Business Assurance Manager.
  • Participate actively in strategic, quality, process improvement and reengineering efforts.
  • Emphasize and provide excellent customer service by understanding customer’s business needs, playing an active role in ensuring the Procurement department provides a high level of service both to its internal and external customers and solving customer problems in a timely manner.
  • Develop and maintain successful relationships with internal customers and division contacts, provide acquisition advice and guidance, and serve as the primary point of contact and liaison.
  • Ensure goods and services are obtained in accordance with the Laboratory's standard procurement practices.
  • Help fulfill the overall goals of the Procurement department by performing additional tasks as assigned when the need arises.
  • Review the work of subcontract administrators and ensure that high value transactions are given particular care and planning, including: working with requesters to engage on the development of the scope for goods and/or services needed; meeting the requesters’ scope, schedule, and budget for the particular procurement; issuing solicitations; holding advanced acquisition meetings; evaluating and awarding subcontracts; negotiating and coordinating legal review of proposed subcontracts; managing performance, and closing out subcontracts.
  • Approve award recommendations in applicable cases and ensure that the resulting subcontract is proper as to form and content (when the situation dictates, secure any special approvals and receive concurrence of the requester).
  • Review and sign files over a buyer's delegated authority. Review for compliance and identify corrections required to be addressed by the buyer before the file can be signed.
  • Report to the CPO on matters such as volume, cycle time, and quality of work performed by the Team and individuals in it, noting any unusual situations.
  • Demonstrate an operational understanding of labor/employee relations issues and communicate information to subordinates on working conditions, career opportunities, and compensation.
  • Understand and implement the Laboratory's affirmative action as well as IDEA (Inclusion, Diversity, Equity, and Accountability) initiatives, safety policies and practices.
  • Hire, develop, motivate and train staff to ensure their expectations are fully aligned with OCFO/Procurement vision.
  • Monitor performance, address and resolve performance issues in a timely manner and work with appropriate contacts as needed, such as Human Resources, etc.
  • Report to the CPO and other contacts as appropriate as needed, such as Human Resources, etc. cases involving problems with other teams or individuals in the Laboratory and potentially serious internal personnel problems.
  • Contribute to and encourage team to participate in continuous improvement and best practices.
  • Maintain close contact with Division leaders and scientific staff that the team serves and with business units with which the Procurement department interacts, and take action to actively engage in advance planning.
  • Conduct and participate in mid-year and annual employee performance reviews, develop evaluation and reports.
  • Personally perform the duties of a subcontract administrator and manage subcontracts from inception to completion including: working with requesters to engage on the development of the scope for goods and/or services needed; meeting the requesters’ scope, schedule and budget for the particular procurement; issuing solicitations; holding advanced acquisition meetings; evaluating and awarding subcontracts; negotiating and coordinating legal review of proposed subcontracts; managing performance, and closing out subcontracts.

In Addition to Above, at Level 2:

  • Resolve operational issues involving contractual performance, provisions, disputes, and claims and immediately report potential or actual claims and disputes to the Chief Procurement Officer and/or Business Assurance Manager.
  • Develop and maintain successful relationships with high level internal customers and division contacts, provide acquisition advice and guidance and serve as the primary point of contact and liaison.

What is Required, at Level 1:

  • A Bachelor's degree or equivalent experience and a minimum of 5 years related experience in a large procurement organization.
  • Direct manager/supervisor experience managing/supervising a team.
  • Possesses excellent analytical skills necessary for interpreting unusually complex procurement laws, regulations, and literature and applying them to work at the Laboratory.
  • Ability to make decisions and independent judgments, interpret political and administrative direction, and interpret into operational policies and procedures.
  • Possesses strong skills in facilitating problem solving and strategic development among varied groups of stakeholders with divergent views regarding common goals.
  • Exceptional negotiation, interpersonal, oral, and written communication skills.
  • Demonstrated ability establishing and maintaining long-term working relationships with a broad cross-section of people.
  • Has experience in and knowledge of contracting including planning, solicitation, negotiation, award, and administration of high-dollar value, unique, and complex subcontracts in a research and development environment.
  • Excellent organizational, decision-making, and problem-solving skills.
  • Familiarity with applicable Federal Acquisition Regulations, Department of Energy Acquisition Regulations, the Service Contract Labor Standards and to a lesser extent the Construction Wage Rate Requirements.
  • Demonstrated proficiency with Windows-based personal computer systems.

In Addition to Above, at Level 2:

  • A Bachelor's degree or equivalent experience and a minimum of 8 years related experience in a multi-divisional procurement organization.
  • Possesses exceptional skills in facilitating problem solving and strategic development among varied groups of stakeholders with divergent views regarding common goals.

Notes:

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.
  • Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group. The budgeted annual salary range for the level 1 is $150,595 - 175,694. The budgeted annual salary range for the level 2 is $180,274 - $210,319.

  • This position is eligible for a hybrid, telework or remote work schedule. There may be an expectation to intermittently conduct work, attend meetings and training on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs.
